The non-profit National Employment Law Project recently analyzed the Survey of State Criminal History Information Systems to estimate that approximately 70-million Americans – or roughly 1 in 3 adults – has some type of criminal conviction. Accio Data and SJV & Associates Build Stronger Partnership with New Court Researcher Integration

Accio Data’s CRA customers already enjoy access to SJV’s suite of court records products. Now, using Accio Data’s open API, SJV has engineered an additional integration that allows its conventional wholesale court researchers to access the Accio platform directly in order to receive work and post results. This new integration should improve data accuracy through one-time entry and remove multiple manual steps for the researchers, further improving SJV’s turnaround times.

Accio Data Now Offers CBSV!

Accio Data has added consent-based Social Security number verification (CBSV) to Accio Enterprise. Social Security name and number mismatching problems are far more problematic (and expensive) when they’re caught post-hire. That’s why many leading CRAs have begun offering CBSV as a pre-hire “best practice” option for their clients.

CBSV mitigates fraud and ID theft by matching Name, Social Security Number (SSN), Date of Birth (DOB), and Death Indicator directly to the official governmental source records of the SSA Master File and Death Index. Accio Data Goes to Bat for CRAs and Court Research Firms

TxCapitolOn April 8 , Accio Data joined representatives from LexisNexis, Experian, and BackgroundChecks.com to strongly voice NAPBS’ concern about HB2700, currently under consideration by a Texas legislative committee on Government Transparency and Operation.

Basically, the bill has two components:

  • Any person/organization wishing to purchase court records “in bulk” for Class B felony and higher cases would only be able to purchase them through the Texas Department of Public Safety (DPS).
  • All clerks, courts or agencies fulfilling records requests for Class C and lower records must publish the requestor’s name and contact information on the court/agency’s website or post it in a prominent place.

The stated reasons for the proposed legislation is to ease the workload on individual county clerks in fulfilling information, to ensure the accuracy of records being released, and to promote greater transparency in government, but legitimate background screening firms and records wholesalers can immediately recognize the problems with this bill.

The first is timeliness; under current Texas law, clerks are only required to update the DPS data once per month but they are on an “honor system” to do it and there are no penalties for failure to do so. A state audit of the records database in 2011 found that some of the largest counties in the state – Dallas, Travis (Austin), Hidalgo and Cameron (along the Mexican border), Bexar (San Antonio), and Tarrant (Fort Worth) – were found to have submitted 1% or less of their court records to DPS.

The second (and most important) problem is accuracy. A state audit of the records database in 2011 found that “prosecutor offices and courts had submitted disposition records to the Computerized Criminal History System for 73.68 percent of arrests made in 2009” and “users may not receive a reliable result from criminal history background checks that are conducted based on the data in that system.” A San Antonio television station showed some even more alarming flaws in the system in an investigative report the following year in which convicted murderers sitting on Texas’ Death Row still didn’t have any criminal records on file at DPS.

At the committee’s urging, we are reaching out to the bill’s sponsor, Representative Senfronia Thompson, to suggest changes to the text of the bill in order to protect the interests and accessibility of those records for legitimate background screening firms and records wholesalers. We’ll keep you updated on the progress.

Accio customers know that Ryan Jones is a master of the Accio platform, but few know that he is also a semi-professional barista. Ryan’s daily routine revolves around his passion for coffee and espresso. His major java machinery is at home (connected to the plumbing), but recently, Ryan brought some of his more portable tools into the office and shared brewing advice and samples. He showed us how to use the Aeropress, the French Press and the Chemex, also known as “The Chemist’s Way” to brew. He explained the finer points of coarse grinding, letting the coffee “bloom” (develop a crust on top of the pour), and told us some of the better places to buy beans and accessories.

What’s the one piece of coffee machinery he doesn’t have? Ryan says he’d love to have a commercial bean roaster someday, but spending about $7,000 and buying beans in 100-pound bags isn’t realistic…yet

They’re the folks who built and run the PSP web service for the Federal Motor Carrier Safety Administration. Laura gave a great primer on what the PSP does for commercial drivers’ records, how it differs from regular MVR searches, and how you can offer it to your customers.

Office space is a little tighter this summer with the addition of three interns. They represent the best and brightest graduates of Dripping Springs High School and we’ve already put them to work.

(Clockwise from top) This fall Dalton will be a Baylor Bear, where he’s planning to major in Computer Science. Throughout high school, Dalton was active in the band and National Honor Society. In his spare time, he’s into percussion, video games and (of course) computer coding.

David just got back from the National Speech and Debate Tournament, where he placed third in the country for extemporaneous debate. Not surprisingly, he was the president of his high school debate club as well as the National Honor Society and Student Council. He enjoys playing guitar, and he’ll be taking one with him when he heads off to Stanford University to study computer science.

Around the same time, Clark will be heading north of the Red River to the University of Oklahoma to study chemical engineering. Clark is a national Merit Finalist who’s also into all things music – he’s even done some dabbling in composing. You can catch some of his performances on YouTube, both on piano and wakeboard.

These guys aren’t just getting coffee and making copies. They’re doing actual coding, using technologies like HTML, CSS, Ruby, and Javascript. David says, “I think it’s really great that Barry is putting his time and resources out here where we can get some real-world experience.” We’re grateful to have them, even if it’s for a short time.

Efficiency Starts with the Release

 

Whatever happened to the paperless office?

That promise of the future has caught on little better than the metric system. Unfortunately, paper is still a staple in the screening industry, and in the verification process no piece of paper gets passed around more than the release form. Whether your folder is in a filing cabinet or on a fax server, your productivity is suffering. Simply getting a handle on release form management can decrease labor by 15%.

It’s going to be digital at some point.

Why not start there? Getting the applicant to electronically sign the release while they complete their e-app is best. It’s easy to transmit and can be attached to the applicant’s record immediately. But beware of the “check-box” electronic signature; it won’t pass muster with many schools. Using an electronic form that can capture mouse- or finger-driven signatures is a must.

Use 1970′s technology to the fullest.

If you can’t start digitally, getting there usually involves scanning or faxing. Think about it: the fax machine was originally designed to take a piece of paper, turn it into a digital file – and then turn it into another piece of paper! If you’re currently capturing all of those digital files in one big folder on your computer, you need more automation. Use barcoding technology and software that imports releases directly and automatically into the background check. When you or your third-party verifier bring up the job, the release form should be right there.

Get with the system.

Your platform should do most of the work, tracking which searches have completed forms and offering automated ways to request any that are missing. As you move into larger numbers of verifications, the last thing you need to be doing is wasting time looking at cases you can’t advance. Today’s more sophisticated platforms have intuitive document management systems that maintain electronic versions of forms – both filled and blank – associated with specific types of searches. This will included an automated process to send the release to third-parties.

The yard still reigns over the meter, but automated processes and solid document management can save you time and money

National Student Clearinghouse and Federal Motor Carrier Safety Administration (FMCSA) Records Now Easily Accessible with Accio Enterprise Version 2.45

This release features the addition of significant products and adds major enhancements to improve business processes and increase ease of use.  New Product Offerings

  • Pre-Employment Screening Program (PSP) – Accio Enterprise now includes integration with the Federal Motor Carrier Safety Administration for access to commercial drivers’ five-year crash and three-year inspection history. The Accio Enterprise integration provides both the standard PSP report format and also has the option to pull data directly into Accio-generated reports.
  • National Student Clearinghouse – Full access to nationwide coverage of enrollment and degree records encompassing more than 144 million students. Customer-Driven Functionality

  • Rush orders – CRAs can now designate and price specific searches as “rush” jobs. Accio Enterprise will automatically flag those orders internally and prioritize them in the backlog. Additionally, the platform can generate a task for an internal user to notify external data vendors of the rush order.
  • Parent/child invoicing – This allows CRAs to better meet their customers’ needs by giving them the flexibility to generate the most appropriate level of detail in invoices. Everything can be rolled into a single invoice item or items can be separated and compartmentalized following the parent/child relationships designated in the system.
  • Reports and billing page improvements – The reports page is easier than ever to navigate and convenient date-range drop-downs have been added to client and internal billing reports.
  • Max number of daily searches – This feature has retuned and has been enhanced within the Vendor Dispatch table so CRAs can efficiently spread searches among multiple data providers.
  • Random review – Improve quality control by specifying a percentage of a vendor’s searches to be automatically flagged for internal review and checked for accuracy.

Accio Service Advisory: E-Verify Update

Accio Enterprise now supports E-Verify’s Web Services Version 25 within Enterprise Release 02.40.10. Primary changes include:

  • E-Verify may use “Applicant Email” if a value is entered for correspondences related to case status (Further Action Notifications, etc.).
  • Further Action Notifications (FAN) have replaced the TNC and Referral documents. PDF versions of these documents are now provided in real time by E-Verify and may be pre-populated with candidate data.

If you’re using Accio Enterprise to access E-Verify, you should update to Enterprise release 2.40.10 immediately to meet E-Verify’s conversion deadline. Please submit an request ticket to support@acciodata.com so we can update your server during our regular Thursday maintenance. We will then coordinate with E-Verify to move your Web Service Interface to V25.

The latest version of the Accio platform has successfully completed Quality Assurance testing and will be deployed over the next several weeks. We’ve taken your feedback and added powerful functionality to make your work faster, easier and more efficient.

For Accio Enterprise users:
A new subject-level adjudication matrix gives you the flexibility to set up customer-specific hiring rules for each component. You can easily flag possible hits. During the adjudication process, the defined matrix follows you down the page on a “sticky menu” so you can apply each customer’s individual hiring rules.

We’ve added a new Summary View to give your customers an easier way to see which components are potentially problematic for each subject without having to scroll through a list of cleared details. This view also includes the functionality to generate and send pre- and adverse action letters directly from the page.

For workflow, you can look up searches from any page. For analysis, product heat maps have been expanded to reflect revenue, data costs, court fees and more so you can even better visualize how your business is doing.

For Accio CourtPro users:

Platform Tip – Easy Service Addendums

If you need to change a contract or service agreement with multiple customers, there’s an easy way to do it in Accio Enterprise that’s been a part of the system since its launch. Simply go to the Operations Home page and select Manage Service Addendums. At that point, you can add a new service addendum and filter who needs to sign it: all users, certain users, or user accounts created before a specific date.

You’ll upload an announcement and agreement (in HTML format) and the next time the identified user(s) log on, they will need to read the announcement and addendum and hit “Agree” before they can proceed. That’s it! You have an electronic signature for your service agreement without all of the back-and-forth e-mails to individual customers, and you’re guaranteed that they’ll sign and agree before they next access your system.

Annual Audit of Accio’s Servers

In an annual audit of Accio’s servers, it was documented that all but two of Accio’s clients experienced 99.999% of system uptime during the past year. That’s a combined total downtime of less than 5 minutes. The two other clients still experienced an uptime greater than 99.9%.
