CBSV: Consent-Based Social Security Number Verification

SSN name and number mismatching problems are far more problematic (and expensive) post-hire. That’s why many leading CRAs have begun offering Consent-Based Social Security Number Verification (CBSV) as a pre-hire “best practice” option for their clients because it can save them time, money – and headaches. With the consent of the SSN holder, CBSV can verify whether the SSN holder’s name, date of birth, and SSN directly match the official governmental source records of the Social Security Administration Master File and Death Index.

How does it differ from a SSN trace?

CBSV verifies through the SSA that you’re starting your background check with a name, date of birth, and SSN that all match each other. SSN traces provide a list of previous addresses and a list of names publicly associated with the SSN – but doesn’t tell you which name is correct.

Where can I use it?

CBSV is used for pre-employment background screening (before a job offer is made and/or accepted). It can be included as part of a standard background check package or offered as an additional process after initial results return issues with the provided SSN.

What needs to be included with each of my CBSV submissions?

The signed and completed Form SSA-89 unaltered in any way, including the Privacy Act and Paperwork Reduction Act page. Note: The second page does not need to be initialed or dated by the applicant but it needs to be included with the first page.

How does the “human verification” happen at Accio Data?

The Social Security Administration is very stringent when it comes to requirements for submitting CBSV. The form must be completely and correctly filled. The reason for verification must be clearly marked and the applicant’s signature must be a “wet” signature. (no e-signature). That’s why we inspect each document and either approve or reject it before submission to SSA.

What happens if the submission document is rejected by Accio Data? What are the next steps?

If the document is rejected, it is returned with a status of “Complete – See Comments” and the reason for the rejection is specified in the text details of the report. It will go into a review queue so that the applicant (or employer) can make the necessary corrections and re-submit the form. A re-submission fee will apply.

What happens if the SSA returns the verification as “no” or “deceased”?

If the SSA finds that the name and SSN are not a direct match with the SSA records or if the SSN is registered to a deceased person, we will return a result with “Complete-Hits” and the record will go into a review queue so that the employer and applicant can correct any erroneous information.

Note: employment decisions should not be made solely on the return of a “no” or “deceased” record result. Any re-submission due to a SSA rejection will be treated as a new submission.

What will CBSV not satisfy?

CBSV does not verify identity, citizenship, employment eligibility, nor does it interface with the Department of Homeland Security (DHS) verification system. CBSV verifications do not satisfy DHS’s I-9 requirements.

Do I have to be using the Accio Data platform in order to use the CBSV service?

Not at all. Non-Accio customers can be set up with stand-alone accounts for submitting forms and receiving results.

As a Requesting Party, strictly using web services, we are having an issue with 'Clients' not uploading the 2nd page of the SSA-89 form. After reaching out to several other Requesting Parties who also only use web services, we've found out they've solved this issue by appending the content from Page 2 onto Page 1, making a 1 page SSA-89 form. They also told us the that SSA does not flag it as an issue for the audit since the SSA is aware of this issue.

We've enclosed the one page SSA-89 form for your review and we would like to get your acceptance. Language and layout remain exactly the same, other than adding Page 2's content to Page 1.

Unfortunately, even slight changes to the SSA-89 consent form are not allowed by law. That’s because the SSA-89 is an Office of Management & Budget (OMB) approved form that must not be altered. Altering the SSA-89 form in any way is a violation of the CBSV User Agreement and can result in the suspension of CBSV user services.

The User Agreement indicates on page 35 III. Compliance/Noncompliance Standards the following:
